A Socialist Approach to Ecological Civilization

人与自然的关系是人类社会最基本的关系。马克思主义认为，人靠自然界生活。人类在同自然的互动中生产、生活、发展。中华文明强调要把天地人统一起来，按照大自然规律活动，取之有时，用之有度。社会主义生态文明观的形成和发展，不仅根植于优良的传统文化，也基于中国共产党和中国人民的长期实践探索，是对人与自然关系的认识升华，是马克思主义中国化和中国特色社会主义实践的有机融合。

The relationship between man and nature is a basic relationship. Marxism holdsthat human beings have to rely on nature to survive, and interact with nature as they produce, live and develop. The Chinese civilization emphasizes that heaven, earth and human are an integrated whole, and that people should observe the laws of nature, and take from nature at the proper time and to the proper extent.

The socialist approach to ecological civilization is rooted in traditional Chinese culture, and the decades of practice of the CPC and the Chinese people. It represents their deeper understanding of the relationship between man and nature, as they adapt Marxism to China’s realities and develop Chinese socialism.

中国共产党一贯高度重视生态文明建设。新中国成立以来，中共中央历代领导集体立足社会主义初级阶段基本国情，在领导中国人民摆脱贫困、发展经济、建设现代化的历史进程中，深刻把握人类社会发展规律，持续关注人与自然关系，大力推进环境保护和生态文明建设事业：建国之初，以植树造林、兴修水利为主，开启“绿化祖国”的伟大征程；改革开放后，确立节约资源和保护环境的基本国策，建立生态环境保护法律体系，将可持续发展战略纳入国民经济和社会发展长远规划，促进经济发展同人口、资源、环境相协调；进入21世纪，中共十七大首次将“生态文明”写入党代会报告，提出了生态文明的建设目标。中共十八大以来，中国共产党围绕生态文明建设提出了一系列新理念新思想新战略，将生态文明建设作为统筹推进“五位一体”总体布局和协调推进“四个全面”战略布局的重要内容，将“绿水青山就是金山银山”理念写入中共十九大报告和《中国共产党章程》。

The CPC has attached great importance to building an eco-civilization. Since People’s Republic was founded in 1949, in the course of leading the people in eliminating poverty, developing the economy, and advancing modernization in the primary stage of socialism, the CPC central leadership of different generations have followed the laws governing human progress, paid attention to the relationship between man and nature, and devoted great efforts to eco-environmental protection and ecological conservation.

In the early days of the People’s Republic, they launched a nationwide campaign to plant trees and build water conservancy projects. After the reform and opening up era began, they adopted resource conservation and environmental protection as a basic national policy, initiated a legal system on eco-environmental protection, and included a strategy on sustainable development in China’s long-term plan for economic and social development to balance economic development with the population, resources and the environment.

Ecological conservation was highlighted with relevant goals in the report to the CPC’s 17th National Congress held in 2007. Since its 18th National Congress in 2012, the CPC has introduced a number of new ideas, concepts and strategies related to eco-civilization, and included eco-civilization in its Five-sphere Integrated Plan and Four-pronged Comprehensive Strategy. Believingthat lucid waters and lush mountains are invaluable assets, the CPC has written this idea into the report to its 19th National Congress in 2017 and the amended Constitution of the Communist Party of China.

生态文明建设是关系中华民族永续发展的根本大计。中国要建设的现代化是人与自然和谐共生的现代化，既要创造更多物质财富和精神财富以满足人民日益增长的美好生活需要，也要提供更多优质生态产品以满足人民日益增长的优美生态环境需要。中国坚持人与自然和谐共生，树立和践行绿水青山就是金山银山的理念，坚持节约资源和保护环境的基本国策，坚持节约优先、保护优先、自然恢复为主的方针，坚持走生产发展、生活富裕、生态良好的文明发展道路，坚持和完善生态文明制度体系，推动形成绿色发展方式和生活方式，统筹山水林田湖草系统治理，实行最严格的生态环境保护制度，建设“望得见山、看得见水、记得住乡愁”的美丽中国，为人民创造良好生产生活环境，为全球生态安全作出贡献。

Promoting ecological progress is vital to sustainthe Chinese nation’s development. The modernization that China pursues is one characterized by harmonious coexistence between man and nature. In addition to creating more material and cultural wealth to meet people’s increasing needs for a better life, itmust also provide more quality ecological goods to meet their growing demands for a beautiful environment.

To foster harmony between man and nature, China will act on the belief that lucid waters and lush mountains are invaluable assets, continue its national policy of conserving resources and protecting the environment, and apply the principles of prioritizing resource conservation and environmental protection and letting nature restore itself. It will pursue a model of sustainable development featuring increased production, higher living standards and healthy ecosystems. It will institute a sound system of institutions for building an ecological civilization, develop eco-friendly growth models and lifestyle, adopt a holistic approach to conserving its mountains, rivers, forests, farmlands, lakes and grasslands, and implement the strictest possible systems for environmental protection. It will continue the Beautiful China initiative so that the people can enjoy pleasant natural landscape, retain their love of nature and have good working and living environments. In this way, China will also play its part in ensuring global ecological security.
