新时代推进生态文明建设的“六项原则”

Six Principles for Building an Eco-Civilization in the New Era

2018 年 5 月，习近平在全国生态环境保护大会上提出了新时代生态文明建设的六项主要原则：

At the National Conference on Eco-environmental  Protection held in May 2018, Xi Jinping proposed six  principles for building an eco-civilization in China:

一是坚持人与自然和谐共生，要像保护眼睛一样保护生态环境，像对待生命一样对待生态环境，这是科学把握和正确处理人与自然关系的根本遵循。二是坚持绿水青山就是金山银山，构建高质量现代化经济体系，加快形成节约资源和保护环境的 空间格局、产业结构、生产方式、生活方式。三是坚持良好生态环境是最普惠的民生福祉，坚持生态惠民、生态利民、生态为民，不断满足人民日益增长的优美生态环境需要。四是坚持山水林田湖草是生命共同体，全方位、全地域、全过程开展生态文明建设，推动形成人与自然和谐发展现代化建设新格局。五是坚持用最严格制度最严密法治 保护生态环境，让制度成为刚性的约束和不可触碰的高压线，用制度管权治吏、护蓝增绿。六是坚持共谋全球生态 文明建设，深度参与全球环境治理，引导应对气候变化国际合作，与世界各国共同呵护好地球家园。

First, China should pursue harmonious coexistence  between humanity and nature. Humanity should protect the eco-environment as we protect our eyes, and cherish it as we cherish our own lives. This is a basic principle for balancing  the relationship between man and nature.

Second, clear waters and green mountains are invaluable assets. China will build a modern economic system of high quality, and accelerate the formation of spatial configurations,  industrial structures, production models and lifestyles that  favor resource conservation and environmental protection.

Third, a good eco-environment is the most inclusive  form of public wellbeing. China will deliver environmental benefits to the people and create a pleasant eco-environment to satisfy their demand.

Fourth, mountains, rivers, forests, farmlands, lakes and grasslands are a community of life. China needs to make  eco-environmental progress simultaneously in all respects, so as to develop a new model of modernization with humans  developing in harmony with nature.

Fifth, China will protect the eco-environment with the strictest regulations and laws. Regulations must be made  mandatory, so that they become a powerful deterrent and can  effectively supervise officials and their exercise of power in protecting blue skies and expanding green coverage.

Sixth, China will work with other countries to promote a  global eco-civilization, closely participate in global  environmental governance, and play a constructive role in  international cooperation on climate change, to create a better  homeland together.

“六项原则”构成了一个紧密联系、有机统一的体系，深刻揭示了经济发展和环境保护的关系，为走生产发展、生活富裕、生态良好的文明发展道路提供了基本遵循。

Forming an indivisible whole, these six principles coordinate economic development and environmental  protection, and guide China's development featuring  increased production, higher living standards and healthy  ecosystems.
