Conference was convened on October 16 on BFU campus, in which participants exchanges what each had gained from the important message delivered by President Xi Jinping at the Symposium on Ecological Protection and High-quality Development of the Yellow River Basin. Peng Youdong, deputy director of the National Forestry and Grassland Administration, Hao Yujun, director of the Science and Technology Department, Shen Guofang and Yin Weilun, academicians of the Chinese Academy of Engineering, professor Luo Juchun and senior officials of the University attended the meeting.
At the meeting, Peng Youdong expressed his appreciation about BFU’s quick response to Xi’s message. As he pointed out, BFU, in line with the spirit of the “Four Services" principle, has taken initiative in voluntarily taking on its historical missions mandated by China’s major national development strategies by pooling the University’s resources to set up the Yellow River Basin Ecological Protection and High Quality Development Research Institute. These are the concrete measures for fully implementing Xi Jinping’s Thought of Socialism with Chinese Characteristics in the New Era and actively meeting the country's major strategic needs. The National Forestry and Grass Administration will increase its supports to the development of BFU in terms of the constructions of innovative talents and team training, forest & grass-related discipline, scientific and technological innovation platform, and the Yellow River Basin Ecological Protection and High-quality Development Research Institute. Referring to the future direction of the newly-established research institute, firstly, he stressed that it is necessary to meet the requirements of the new strategy and layout for the development of the Yellow River Basin in the new era and accurately understand the new arrangements and requirements made by the central government for the major national strategic work of the Yellow River Basin. Secondly, efforts should be made to solve major scientific and technological problems in the development of the Yellow River Basin. Focusing on the major strategic needs of ecological civilization and the Beautiful China Initiative, we should based on the regional development of the Yellow River Basin, basic theoretical research and major practical technology research and development should be earnestly carried out to overcome technical difficulties and provide technical support. Third, we should train talents on forest and grass that meet the strategic needs, give full play to the advantages of colleges and universities in training talents, deepening the reform of personnel and training mechanism and training high-end talents. We should strive to train a number of high-end scientific and technological leaders in the forest and grass field, and create a number of high-level innovation teams.
Wang Hongyuan, secretary of BFU CPC Committee and chairman of the Yellow River Basin Ecological Protection and High Quality Development Research Institute, presided over the conference. He pointed out that BFU takes the strategy of the Yellow River as a major political task, seized it as a major opportunity for career development, and continued to serve the ecological protection and high-quality development of the Yellow River Basin. For the next step, firstly, he pledged that the University would follow the right political direction of running school, adhering to the scientific and technological frontier of ecological protection in the Yellow River Basin. And we should face the main battlefield of economic and social development in the Yellow River Basin, give priority to the health of the people in the Yellow River Basin, carrying out scientific research and social services, so as to build up BFU’s awareness and competence in implementing the “4-Fors" policy and responding to the calls of the country’s major strategies. Secondly, efforts should be made to cultivate high-quality teachers and take serving the Yellow River as an important opportunity for our school to train outstanding young and middle-aged teachers, so as to produce a number of major landmark scientific achievements and drive our school to form a working pattern of many masters and talents. Thirdly, we should build a high-level personnel training system, and the strategy of serving the Yellow River should be taken as an important carrier for students to cultivate country-loving mentality, improve their comprehensive ability, and focus grassroots employment and entrepreneurship, so as to train a large number of high-quality professionals who can really stay and contribute to ecological protection and high-quality development in the nine provinces situated in the Yellow River Basin.
An Lizhe, director of the Yellow River Basin Ecological Protection and High Quality Development Research Institute, introduced the overall development of the institute from four aspects. First, the Institute will strengthen top-level design and take the initiative to align its focal research areas to the demands of major national strategies. Second, we will strengthen capacity building and promote scientific and technological innovation and social services in a coordinated way. Third, we will strengthen political consultation and advice, and continue to build a new type of university think-tank with Chinese characteristics. Fourth, efforts shall be made to strengthen collaborative innovation and effectively support discipline construction and cross-integration. He pointed out that the research institute will improve its organizational framework and staffing as soon as possible, continue to promote the construction of new high-end think tanks, effectively support scientific and technological platforms, actively participate in major national ecological protection and restoration projects, and continue to strengthen university-industry cooperation.
According to his report, 219 new projects of various types have been approved since the establishment of the research institute, with a total funding of over 80 million yuan, including 35 national projects. It mainly focuses on the investigation of biodiversity in the Qinghai-Tibet Plateau, the evaluation of ecological construction benefits and service functions in the source of the three rivers region. We also focus on the regulation of ecological functions of important wetlands, the optimization of shelterbelt structure and functions, the ecological restoration of mining areas, and the improvement of urban human settlements landscape quality. The relevant research results won 14 national and provincial prizes. We have signed cooperation agreements with 11 local governments, five institutions of higher learning and four related enterprises along the Yellow River to support and serve regional ecological construction and social & economic development. The brand of Green Paper on the Construction of Ecological Civilization in the Yellow River Basin has been created. At present, with the joint efforts of 90 teachers and more than 40 graduate students, the first Green Paper, the Report on the Construction and Development of Ecological Civilization in the Yellow River Basin (2020), has been compiled and will soon go to press. The 350,000-word Green Paper comprehensively reviewed the reality and latest progress of Ecological Protection and High Quality Development of the Yellow River Basin in over 26 different sectors, including one main report and 30 sub-reports that are categorized into three chapters: ecological protection and management, high-quality development and Yellow River culture.
At the conference, Peng Youdong, Hao Yujun, Wang Hongyuan and An Lizhe jointly unveiled the Key Laboratory of Ecological Protection in the Yellow River Basin and the Collaborative Innovation Center for Ecological Protection and High-quality Development of Science and Technology in the Yellow River Basin.
Academicians present at the meeting, Shen Guofang, Yin Weilun and Luo Juchun, each expressed their expectations that the research institute would reflect on and put into practice President Xi Jinping’s message and make full use of the advantages of the forest and grass industry. They commented favorably on the progress of the Institute since its establishment and gave specific suggestions on the historical mission, strategic orientation and future development.
Zhu Qingke, an expert representative from the research institute, the best field science and technology worker in China and professor from the school of Soil and Water Conservation, introduced the achievements and difficulties they have encountered as well as priorities in their future scientific research of ecological management and soil and water conservation on the Loess Plateau.
Lei Guangchun, an expert representative of the research institute, chairman of the Science and Technology Committee of The Ramsar Convention on Wetlands and professor of the School of Ecology and Nature Conservation, introduced the relevant work of Key Laboratory of Forest and Grass, including China’s Coastal Wetland Protection, Wildlife Habitat Research, and in guiding public participation in ecological protection of the Yellow River.
Li Xiong, an expert representative, vice president and professor of the research institute, on behalf of the Research Center for Human Settlements Ecological of the Yellow River Research Institute, introduced the work of the Center from the aspects of systematically carrying out ecological protection and human settlements environment planning in important sections of the Yellow River Basin, and creating landscape demonstration models for important nodes in the Yellow River Basin.
Participants to the meeting also included directors of corresponding functional departments, sub-divisions of the Yellow River Basin Ecological Protection and High Quality Development Research Institute.
